Yes, any program that can load and apply lut files can use these for photos or videos. Simply apply a basic correction input LUT that comes pre-installed in Adobe Premiere Pro (ALEXA_Default_LogC2Rec709 etc.) or some simple exposure and contrast adjustment to bring out the basic color correction, and apply these LUTs on top in the creative lumetri section on for a nice film grade.
